Sullivan earned his bachelor’s degree in law from Howard University. For more than a decade at Houston & Gardner, he worked in private practice and became a name partner in 1980. His rise within the justice hierarchy is rather interesting because he has been appointed by several American presidents.

In 1984, President Ronald Reagan appointed President Sullivan to the Superior Court of the District of Columbia. Then, in 1992, he was promoted to the Court of Appeals of the District of Columbia as associate judge by President George H. W. Bush. Sullivan was then appointed to the federal bank by President Bill Clinton in 1994.

Donald Trump’s former national security adviser, Michael Flynn, was indicted in the United States of America case against Michael T. Flynn. The case was arbitrarily assigned to District Judge Rudolph Contreras, as evidenced by the indictment filed on December 1, 2017. However, Contreras withdrew from the convictions to be held in the Flynn case on December 7, 2017. The case was therefore randomly assigned to Sullivan.

Michael Flynn was then convicted after evidence was provided during his trial. He is due to be sentenced later in the year. After his indictment, Flynn fired his former counsel Covington & Burling attorneys and hired a new team to represent him during his sentencing.

On July 16, 2019, Sullivan ordered current and former attorneys Michael Flynn to appear in court at the end of August. He also scheduled a status conference at 11 a.m. on August 27 after Flynn’s new legal adviser said his former Covington & Burling lawyers had not turned over all the files related to his case.
